A. Manning Lynch has served as Chairman of Spartanburg County Council since 2019.  During his time on Council, he has also served as Chairman of Spartanburg Area 
Transportation System (SPATS) and
as a member of the South Carolina Appalachian Council of Governments (ACOG) Board.
